College Operations Officer – Sumner County Campuses

Location: Wellington / Sumner County

Status: Full-time, Exempt

Reports to: President

Pay: Commensurate with Experience

Job Summary:

The College Operations Officer (COO)—Sumner County Campuses, will report directly to the President, Cowley College. Initially, the COO will be heavily involved with the project planning and design of the Wellington Campus buildings and grounds. COO will work collaboratively with the Vice President of Academic Affairs, the Vice President of Finance and Administration, and the Executive Directors of Student Affairs and Enrollment Management to oversee the structuring of the campus including faculty assignments, student services, facilities and overall campus operations.

 

Position Duties:

  • Actively involved in the design and planning of the Wellington campus, by working closely with all project teams and administration.
  • Facilitate the development, implementation, and evaluation of academic offerings at the Sumner County campuses working in collaboration with the Office of Academic Affairs.
  • Facilitate the development, implementation, and evaluation of student affair activities at the Sumner County campuses working in collaboration with the Office of Student Affairs and Enrollment Management.
  • Provide effective leadership, direction, and support for implementing the vision, mission, strategic plan, and core commitments of the College.
  • Provide direction and oversight of Sumner County Campus operations.
  • Provide direction and guidance to faculty and staff in day to day operations. 
  • Actively participate in professional organizations; committees, community events.
  • Responsible for developing and advancing relationships with area businesses, schools, dignitaries, and other college partners.
  • Provide recommendations regarding the resources needed to carry out the mission of the College.
  • Establish positive professional relationships with local businesses, government entities, organization, and general public through networking, meetings, and other engagements.
  • Creates and sustains an environment that fosters positive faculty, staff, and student morale.
  • Work in collaboration with the Chief Financial Officer, prepare and oversee the budget for the Sumner County campuses.
  • Serve on the President’s Administrative Council and other councils as assigned.
  • Maintain courteous, professional and effective working relationships with employees, vendors and/or any other representatives of external organization.
  • Comply with all College policies and procedures.
  • Assist the President by performing other related duties as assigned.

Required Background and Education:

  • Must be a resident of Sumner County.
  • Bachelor’s Degree required within a related field, with emphasis in operations and systems management preferred.  Master’s Degree preferred. 
  • Experience within higher education preferred.

 

Working Conditions:

  • Work is normally performed in a typical interior/office work environment.
  • Limited physical effort required.
  • Travel and evening hours required.
  • May office from multiple College locations based on College need.

Executive Director of Enrollment Management

Location: Arkansas City, Kansas

Status: Full-time

Reports to: President

Job Summary:

Reporting directly to the President, the Executive Director of Enrollment Management provides dynamic, strategic campus leadership in planning, developing and executing the enrollment management plan for Cowley College. The Executive Director of Enrollment Management is responsible for overseeing the areas of: recruitment, enrollment, persistence, admissions, academic advising, assessment and financial aid.

 

Position Duties:

  • Develop an aggressive results oriented enrollment, recruitment and persistence plan for increasing student FTE for both returning and new students.
  • Collaborate with faculty, staff, and various departments on short and long range enrollment management plans.
  • Track, review, analysis and interpretation of data to ensure data based decisions to establish, improve and refine objectives and develop strategies in support of enrollment management plans. 
  • Develop a plan for actively communicating and reaching out to area high school student promoting Pell Grant opportunities. 
  • Maintain, formulate, develop, and propose appropriate policies and procedures for Enrollment Management functions.
  • Maintain the college mission by promoting the student-centered philosophy throughout the college.
  • Develop and oversee high quality programs in the areas of recruitment/admissions, academic advising, assessment, student services, disability services, financial aid, student success, and persistence.
  • Develop and monitor annual budget for Enrollment Management. 
  • Communicate College decisions, events and relevant information to the various departments within Enrollment Management. 
  • Manage the components of the Cowley Tiger Connect and Jenzebar systems, including training of academic advising and assignment of students to appropriate advisor.
  • Ensure appropriateness of systems to support departmental compliance functions and monitor the compliance with state and federal regulations and reporting requirements
  • Manage the Cowley College Work-Study Program including processing of applications, hiring documents and departmental hour allocations, assisting in interview process, and training of work-study students.
  • Chair Enrollment Management Appeals Committee, collect and process all appeal documentation, and ensure equitable deliberation on all appeals.
  • Appropriately process and respond to student complaints when escalated to the Executive Director of Enrollment Management.
  • Formulate, implement, and evaluate strategies to enhance student success.
  • Partner with Academic Affairs in the development and implementation of 2 + 2 agreement with 4 year colleges/universities.
  • Collaborate with faculty and staff to assess special needs of and for students, identify barriers and implement change.
  • Responsible for oversight of all budgets within enrollment management.
  • Actively participate in the activities and events within the Enrollment Management departments.
  • Maintain quality high school and community relations.
  • Keep abreast of various student services areas by participation in professional organizations.
  • Maintain courteous, professional and effective working relationships with employees, vendors and/or any other representatives of external organization.
  • Serve as a member of the Administrative Council and other college committees as needed.
  • Assume all other exempt-related duties assigned by the President of the College.

 

Required Knowledge and Skills:

  • Demonstrated effectiveness in planning, administration, personnel, facilities, and fiscal management.
  • Strong leadership skills, including the ability to effectively direct and guide the activities of others, convey abstract concepts, and motivate participation of diverse groups.
  • Strong management and supervisory skills, including the ability to plan effectively, analyze systems, integrate work flow and processes, and supervise diverse groups.
  • Must understand budgets and resource allocation principles.  Requires the ability to effectively plan work within the resources provided. 
  • Demonstrated effectiveness in working with a diverse student body, faculty, staff and other College constituents.
  • A strong understanding of governmental programs, agencies, and laws that specifically address College and student issues.
  • Ability to research and analyze various types of information.
  • Ability to work independently, as well as on a team.

Required Education Background:

  • Bachelor’s Degree, required.
  • Master’s Degree, preferred.
  • Experience in higher education field required 

 

Required Experience:

  • Enrollment management experience required
  • Experience in a higher education setting is required.
  • Strong supervisory and leadership skills.
  • A demonstrated sensitivity in working with people with diverse racial, ethnic, and socioeconomic backgrounds as well as those with disabilities.

 
Supervisory Requirements: Director of Admissions, Director of Financial Aid and Coordinator of Military Services. 

 

Physical Requirements:
Ability to sit or stand for extended periods of time; ability to move freely around the campus and outreach centers; ability to lift up to 20 pounds; ability to bend, stoop, reach and grasp as required to perform responsibilities; ability to drive motor vehicle; and ability to work at a computer for long periods of time. 

 

Work Environment:
Majority of work performed in an office environment. Flexible hours, evenings, weekends and occasional overnight stays away from home may be required.
