Dr. Rittle announces statewide President and Trustee meetings on the Arkansas City Campus


During the monthly meeting of the Board of Trustees held Monday in the McAtee Dining Center, Cowley College president Dr. Dennis C. Rittle announced the Kansas Association of Community College Trustees has partnered with the Council of Presidents and will meet on the Cowley College campus on Dec. 3-4 for meetings to include, new Trustee orientations on Dec. 3. Newly elected trustees, Gary Wilson and Glennis Zimmerman, have been invited to participate in this statewide training. State legislators will also be in attendance for a reception and dinner to include Senator Larry Alley, Representative Ed Trimmer, and Representative Anita Judd-Jenkins.

Dr. Rittle also congratulated Board incumbents Bob Juden, Brian Sanderholm, and Ned Graham on being re-elected, and Gary Wilson and Glennis Zimmerman on also being elected to serve on the Board of Trustees.

"The voters felt very strongly in the election of the incumbents," Dr. Rittle said. "It is wonderful how well the college is doing and the new Trustees will contribute and help move the college forward."

Dr. Rittle also shared the success of the Arts and Humanities Department's recent production of Mary Poppins. He also informed the Board that new signage on the main campus will begin being installed in the next few weeks.

He praised the work the college is doing with the military and talked about the Blackhawk UH-60 helicopters that several Cowley employees recently had an opportunity to fly on.

Dr. Rittle also informed the Board of the recent renovation to the Cowley College Sid Regnier Bookstore and the Open House event that will be held at the Bookstore on Dec. 1.

Lastly, he wished the Board and their families a Happy Thanksgiving.

In other matters:

1. Approved the decision to table the annual audit review until the December 11 Board meeting.
2. Approved fiscal officers of the College to execute payment of all bills and claims as presented with general operating funds of $1,392,471.25, and federal funds of $3,268,902.27.
3. Jessica Lucas, Government Affairs Liaison, provided the Board with a legislative update. Lucas said the legislature recently made a big change to the tax policy and they have exceeded revenue projections which is good for Cowley College.
4. Resolved that the Board of Trustees approve the adoption of the Cowley College Board of Trustee Handbook. The Board applauded the work of Board Clerk Tiffany Vollmer in putting this together.
5. Approved the recommendation to have Board Chair Bob Juden sign the resolution authorizing the College to continue the Interlocal Agreement between Cowley College and the City of Winfield for their Neighborhood Revitalization Plan. Gary Mangus, assistant to Winfield's City Manager, was on hand to answer questions.
6. Approved the recommendation for the employee Christmas Party to include alcoholic beverages in the McAtee Dining Center on December 16. The beverages will be administered and supervised by a licensed bar service.
7. Held a first reading on the Faculty and Staff Code of Conduct policy.
8. Approved the request to purchase the newborn patient simulator from Gaumard.
9. Approved the request to purchase the energy management control system for the Mulvane Bloomenshine Building from Dynamic Control.
10. Approved the request to purchase the AC Freon Handling Machine from O'Reilly Auto Parts.
11. Approved the request to purchase the all industrial robot package from Aidex Corporation.
12. Dr. Gloria Walker, vice president of finance and administration, submitted the requests for contracts and provided the Board with a Sumner Campus update. The furniture consultants and vendors have been chosen to provide design and price proposals for the Sumner Campus.
13.  Dr. Harold Arnett, vice president of academic affairs, informed the Board the new library system, Follett Destiny Library Manager, is now up and fully running. Kevin Clark played a major role in making the library upgrade possible. The Blackboard course shells for the spring semester were recently created and now ready for faculty development. Dr. Arnett also mentioned the recent Outstanding Leadership Award that Eddie Andreo received, and the successful grant proposals submitted by Jennifer Anderson and Chris Cannon.
14. Dr. Kori Gregg, vice president of institutional advancement, shared information about the Foundation banquet held on Nov. 9. Over 220 people attended the banquet and more than $7,100 was raised at the event with donations still coming in. Dr. Gregg also mentioned this year's Annual Fund, titled "Excellence" which will be hitting mailboxes the week after Thanksgiving, and the first of many new alumni association events that was recently held. Lastly, the Foundation has raised $430,000 this year compared to $89,000 at this time a year ago.
15. Paul Erdmann, vice president of information technology, informed the Board That about two-thirds of the 540 monitors have arrived as part of the desktop computer replacement. Over 330 monitors have been installed with Cowley's Wichita and Mulvane Centers being completely refreshed.  
16. Dr. Kori Greg filled in for Kristi Shaw, executive director of enrollment management, to provide an enrollment update. Fall semester headcount is 2,899 and fall FTE is 1,936.47. Spring semester headcount is 1,007 and spring FTE is 797.53. Also, as of Nov. 8, Cowley has had 68 high school students who have completed a 2017-18 FAFSA application. Of those, 31 have completed their files and accepted their Pell grant awards.
17. Chris Hollon, executive director of institutional effectiveness, informed the Board that as of Nov. 17 KBOR fall reporting is complete and submitted. IPEDS data is also complete and submitted for all of the fall reports. Also, two strategic planning surveys have been completed and the data obtained will be compiled and reviewed to help with the direction of the process.
18. Jason O’Toole, executive director of student affairs, provided a housing update. The dorms are at 92.2 percent occupancy.
19. Deborah Layton, faculty liaison, informed the Board that performing arts students will take part in a art and music crawl on Nov. 30 and visual and performing arts students will be showcased on Dec. 5. She also discussed the  successful Art & Humanities Day held on Nov. 10, and the Honors in Action Conference she and two officers of the Alpha Gamma Upsilon chapter of Phi Theta Kappa attended.
20. Janet Grace, Sumner Campus Operations Officer, discussed the Tiger Stripes Work Ethics program that Cowley leadership shared with Sumner and Harper County principals and superintendents as well as Sumner County Workforce Alliance and Sumner County Economic Development. She also mentioned the Wellington Police Department's praise of the work done by Cowley's Criminal Justice Department and Frank Owens.
21. Shane Larson, athletic director, mentioned the success of the athletic programs with the Cowley women's cross country team placing third nationally and the Tiger men's cross country team finishing 20th in the nation. The Lady Tiger volleyball team also recently placed fifth at the NJCAA Division II National Tournament. He also thanked Todd Ray and his crew as well as the donors in making the softball dugout enclosure project a reality. Larson also mentioned the home wrestling dual on Dec. 7 will be a joint dual with Ark City High School.
22. Accepted a letter of resignation from Justin Peterson, Coordinator of Enrollment/Bookstore Services, effective November 10.
23. Approved the employment of Bryanna Ramsey as Coordinator of Enrollment/Bookstore Services, effective November 21.
24. Accepted a letter of retirement from Tammy Strange as Department Secretary for Natural Science and Mathematics, effective February 1, 2018. Strange has spent more than 20 plus years employed in various roles at Cowley College. “I would like to take this opportunity to thank you and Cowley College for all the wonderful years of employment with this great institution,” Strange said in her retirement letter. “The people and the work have made my 20 plus years here an enjoyable time. I look forward to the next phase of my life and spending more time with family.”
25. Held a 15-minute executive session to consult with legal counsel. 26. Approved the posting of a 15-day public notice announcing the trustee vacancy and requesting applications from those interested be submitted to the Clerk of the Board
