September 2025 Board Meeting Highlights

The Board of Trustees gathered for an informational session and meet and greet from 5:00-5:45 p.m. in the automotive classroom of the Mulvane Technical Education Center, 201 Industrial Drive, Mulvane, KS. This event was open to the public and no action was taken following the event.

The regular meeting was called to order at 6:00 p.m.Trustee Phil White provided the invocation, and Chair Bob McGregor recited the College Mission Statement.

Under Awards and Reports, Cowley President Dr. Michelle Schoon shared that Cowley College recently attended the Kansas State Fair, held a graduation ceremony for Paramedic Students, and hosted the September 4th Wellington Chamber Coffee. Dr. Schoon also mentioned the upcoming President’s Annual Report and fall employee training.

In addition, Schoon introduced the September Student of the Month Cooper Leonard. 

Under Administrative Reports, The Cowley College Bookstore assisted 1,010 students at the Ark City Campus store, and processed 403 online orders during the month of August. The Student Pantry committee received a grant-funded check for $4,500 from Rise Cowley as the local administrator for the Kansas Office of Rural Prosperity, with fiscal support from the Legacy Regional Community Foundation, and brought to us by the K-State Research & Extension office. The Golden Tigers program fall semester has kicked off with current enrollment sitting at 231participants.

Under Standing Committee Reports, Vice-Chair Marcotte provided a recap of the September 9th, 2025 Trustee Sumner County Sales Tax Subcommittee meeting, where members requested the Board authorize Chair McGregor to sign the Mulvane Land Donation MOU to enter into discussions for a potential future land donation (7-0).

Trustee Shriver provided a recap of the September 8, 2025 Trustee Finance Subcommittee meeting, where members discussed insurance updates and the procurement of three (3) Lincoln Power Wave C300 Multiprocessor Welders for our Mulvane location and a Campus Security Vehicle. Administration and the Trustee Finance Subcommittee requested approval to purchase the 3 Lincoln Power Wave 300C from Airgas, totaling $42,843.69, using funds from the Tech Ed Capital Outlay funds (7-0), and 2022 Dodge Durango Pursuit to replace the totaled Campus Security vehicle at a cost of $35,175, using Insurance and Operating Budget Dollars (7-0).

Trustee Stanley provided a recap of the September 10, 2025 Trustee Academic Subcommittee meeting, where members discussed New Courses, Course Procedure Updates, and Program Reviews. Administration and the Trustee Academic Subcommittee requested approval of the new South Kansas Symphony III & IV courses, as presented (7-0).

Trustee Bazil provided a recap of the September 11, 2025 Trustee Policy Subcommittee meeting, where members reviewed policy 201.00 – Educational Programs (Revision), and 240.00 – Selection of Professional Employees (Revision) which was presented for a first review. Final approval of the revised policy will be requested at the October meeting.

The Board moved to approve the Consent Agenda, including the Minutes from the August 18th regular meeting, Financial Reports, Bills and Claims, Personnel Transactions, and Board Policy Approval of 313.00 – Employment Benefits – Full-Time Employees (7-0). 

Under Other Business, Trustee David Stanley thanked the College employees for all that they do.

With no other business to discuss, Chair McGregor declared the meeting adjourned at 6:38 p.m.
